Judiciary Committee Charts Course for Human Capital and Gender Equity Advancement
Human Capital Development, Gender, and Equity Mainstreaming Committee chaired by Hon. Justice Lady Justice Catherine K Bamugemereire

The Judiciary's Human Capital Development, Gender, and Equity Mainstreaming Committee convened a strategic meeting at the Supreme Court, focusing on refining its work plans and addressing critical challenges in human capital management, gender equity, and public relations.

Chaired by Lady Justice Catherine K Bamugemereire of the Supreme Court, the meeting emphasized the Judiciary's dependence on human resources as its core strength. "Unlike sectors reliant on machines, the Judiciary's success depends entirely on its people," she remarked, calling for continuous investment in the growth of all staff, from judges to drivers.

The Committee explored ways to manage overlapping responsibilities with the Governing Council and other Committees.

Justice Bamugemereire also proposed conducting field visits to Judiciary stations three times a year. These visits, she explained, would allow the Committee to directly engage with staff, assess working conditions, and gather feedback on reforms.

HW Ayebare Thadius Tumwebaze, Registrar of the Supreme Court, presented the Gender Mainstreaming Subcommittee's work plan. The subcommittee aims to implement gender policies, promote equal opportunities, and integrate gender considerations into case management and decision-making processes.

"Understanding gender dynamics improves institutional inclusivity and effectiveness," Justice Bamugemereire noted. The subcommittee also plans workshops, sensitization programs, and stakeholder engagement to drive these objectives.

The Public Relations, Communications, and Protocol Subcommittee, led by Justice Kiryabwire, outlined plans to develop satisfaction surveys, improve public relations strategies, and share Judiciary success stories. The committee also stressed the importance of transparency in event planning and addressing corruption-related perceptions.

A baseline study was proposed to collect comprehensive data on the Judiciary's human resources. Members emphasized the need for both qualitative and quantitative research to support informed decision-making and policy development. The study's concept is set to be finalized within three weeks.

Among the recommendations was the development of a clear budget to support Committee activities, as the initial allocation did not account for all planned initiatives. The Committee also resolved to present a report to the Chief Justice addressing overlaps with the Governing Council and to establish a mechanism for regular collaboration with the Judicial Service Commission.

In attendance were Justice John Eudes Keitirima (Head, Family Division), Justice Dr. Emmanuel Baguma (Judge, Criminal Division), HW Lamunu Pamella Ocaya (Ag. Chief Registrar), and HW Ayebare Daphine (Magistrate Grade One, Nakawa), among others.

Also present were Ms. Tumwine N. Apophia (Commissioner, Human Resource Management), Mr. Sulaiman Hirome(Principal Assistant Secretary), Ms. Sheila Wamboga (Principal Communications Officer), and Mr. Mumbere Ronald (Statistician).
